Ellen Fizer CPDM


Ellen Fizer is an experienced human resources and disability management professional with a distinguished career in the public sector, including service with Fairfax County, Virginia Public Schools and the State of Tennessee.  She holds professional designations as a certified employee benefit specialist (CEBS) and as a certified professional in disability management (CPDM), and has received the Certificate in Employee Benefits Law.  She has been an online resource instructor and facilitator for the International Society of Certified Employee Benefit Specialists’ continuing education exam and an online instructor with IEA for the CPDM program for nearly 10 years.

Mission – Ellen is devoted to helping her student acquire the unique skills required for effective disability and absence management.


She retired in 2004 as the Director of the Office of Benefit Services, Department of Human Resources, Fairfax County Public Schools (FCPS), where she had been employed since 1980.  She was responsible for the administration of the school division’s benefit programs.  During her career with FCPS, she was responsible for implementing the school division’s dental plan, flexible spending accounts program, long term care insurance, revamped the tax deferred compensation program, and implemented the disability management program consisting of workers’ compensation, short-term disability, long-term disability, return-to-work program and all leave programs and policies including sick leave, leaves of absence and FMLA.  For 22 years, she was also responsible for the benefits administration of the school system’s local retirement system and served as a trustee for both the school system and the Fairfax County Government retirement plans.

Prior to her employment with FCPS, Ellen was employed with the State of Tennessee, initially with the Department of Education as a disability adjudicator for the Social Security Administration, and later as a manager with the Tennessee Consolidated Retirement System.  Her professional memberships have included the Washington, D.C. area’s Local Government Personnel Administrators Association, where she has served as Co-chair of the Compensation/Benefits Subcommittee; the International Foundation of Employee Benefit Plans; the International Society of Certified Employee Benefit Specialists (ISCEBS); WEB; Phi Delta Kappa; the Society for Human Resource Management; the Integrated Benefits Institute; and the Disability Management Employer Coalition (DMEC).
